President John Mahama has appointed Dr. George Kojo Owusu as the Acting Chief Executive Officer (CEO) of the National Ambulance Service.
The appointment, announced on July 12, 2025, was made in line with Article 195(1) of the 1992 Constitution and Section 18(1) of the National Ambulance Service Act, 2020 (Act 1041).
A letter signed by the Secretary to the President, Callistus Mahama, confirmed that the appointment is in an acting capacity, pending the constitutionally required advice of the Governing Board in consultation with the Public Services Commission.
Dr. Owusu has been given seven days to confirm acceptance of the appointment.
A press statement issued by the National Ambulance Service on Friday, July 11, confirmed the new appointment and highlighted Dr. Owusu’s strong credentials.
The statement described him as a “distinguished healthcare professional, Emergency Physician Specialist, chartered administrator, and clinical lecturer,” with over 20 years of experience in delivering specialist emergency medical services.
Prior to this role, Dr. Owusu served as the Medical Director of Health Services at Takoradi Technical University.
He also holds a Master of Arts degree in Health Law and Ethics from the University of Ghana School of Law.
Dr. Owusu’s appointment comes at a pivotal time for the National Ambulance Service as it seeks to enhance operational efficiency and expand its reach across all regions.
The statement emphasized the Service’s confidence in his ability to lead innovation and drive institutional growth, while also implementing much-needed reforms to boost service delivery. As the Service aligns itself with the government’s broader healthcare reset agenda, his leadership is expected to play a vital role in scaling up pre-hospital emergency care and strengthening the welfare of frontline paramedics.
Management and staff of the National Ambulance Service have pledged their full support to Dr. Owusu in his new capacity. They reiterated a collective commitment to the mission of “saving lives through timely, efficient, and professional emergency medical services.” With his blend of medical expertise and administrative insight, Dr. Owusu is anticipated to spearhead critical policy interventions and bring renewed energy to the institution’s national mandate.
