Governance Expert Dr. Frederick Oduro has described this 8th Parliament as the greatest failure. According to him, the speaker’s decision to declare 4 seats of some members of parliament vacant is unconstitutional and needs urgent ruling but only through Consensus building.
Speaking on ABC in the morning, Dr. Oduro stated that, for peace to reign between the Members of Parliament, either Speaker Backout or accept the ruling of the Supreme Court.
Meanwhile, Dr. Fred Oduro mentioned that, without Consensus building, parliament will be setting a bad precedent in the near future.
“Over the period, parliament has had to build consensus. Because ruling government always have quiet significant number of their members being Ministers. Soo they can’t be in parliament all the time.”
“So you will even need the opposition to help you build the quorum to begin meetings and make decisions. Soo consensus is and has always been the key thing in every parliament, and this parliament is no exception.”
The Supreme Court has also dismissed an objection from Speaker of Parliament Alban Bagbin’s legal team to Justice Yao Gaewu’s presence on the panel in the case challenging the Speaker’s ruling on four vacant parliamentary seats, calling the objection “misconceived.”
Chief Justice Gertrude Torkonoo, leading the bench, clarified that the matter at hand is a constitutional issue, not a political party case, dismissing the suggestion that Justice Gaewu’s alleged affiliation with the New Patriotic Party (NPP) could compromise his impartiality.
