Key political figures charged by OSP: Update on criminal trials and court progress

The Office of the Special Prosecutor (OSP) has provided a detailed update on several high-profile criminal cases involving political figures and public officials charged between January and July 2025.

In its half-year report released on Tuesday, August 19, the OSP outlined the charges, court processes, and current stages of the trial.

The report features cases involving former heads of state agencies, local government officials, and corporate entities, many of which touch on procurement fraud, misuse of public office, and large-scale financial malfeasance.

Adjenim Boateng Adjei – Former CEO, Public Procurement Authority (PPA)

Adjenim Boateng Adjei, the former Chief Executive Officer of the Public Procurement Authority, is facing eight counts, including using public office for profit and influencing procurement processes to gain unfair advantage in public contracts. His trial (CR/0257/2024) is ongoing and has been adjourned to 20 October 2025.

Former Northern Development Authority officials – Sumaila Abdul Rahman & Others

Former Northern Development Authority CEO Sumaila Abdul Rahman, together with former deputy CEOs Stephen Yir-Eru Engmen and Patrick Seidu, and Andrew Kuundaari, CEO of A&QS Consortium Limited, have been charged on 11 counts including conspiracy to influence procurement and corruption by public officers (NR/TL/HC/CCI/10/23). Their trial is ongoing, but an appeal is currently pending at the Court of Appeal.

Tahidu Yakubu & Five Others – Payroll Fraud
Former teacher Tahidu Yakubu and five others, including a former headmaster, IPPD Coordinator, and education officials, faced 22 counts of corruption, false certificates, and causing financial loss to the state in relation to a government payroll fraud case (NR/TL/HC/CC1/2/25). They were convicted via a plea bargain and have since completed financial restitution.

Issah Seidu & Three Others – Tema Port Rice Case

Issah Seidu, together with public officials James Keck Osei, John Abban, and retired officer Peter Archibold Hyde, is standing trial on charges of corruption and using public office for profit (CR/0513/2025). The case involves the unlawful appropriation of 10 containers of rice at Tema Port. The matter has been adjourned to 21 October 2025.

Ibrahim Kofi Sessah & Associates – GES Appointment Letters

Ibrahim Kofi Sessah, a technician in the Local Government Service, is facing trial with four others, including a GES IT Officer, a teacher, and two private individuals, for offences relating to the unlawful sale of Ghana Education Service appointment letters (FT/0035/2025 & FT/0075/2025). They face charges of bribery, money laundering, and using public office for profit. The case has been adjourned to 16 October 2025.

Charles Bissue & Others – Illegal Mining Concessions

Charles Cromwell Nanabanyin Onuawonto Bissue, a former Secretary to the Interministerial Committee on Illegal Mining, is facing charges alongside businessman Anay Thomas Owusu and others (CR/0407/2025 & CR/0559/2025). The case involves allegations of bribery, corruption, and illicit gifts in exchange for expedited mining concessions. Owusu has already been convicted via a plea bargain, while Bissue’s trial is adjourned to 28 August 2025.

Alexander Kwabena Sarfo-Kantanka – Juaben Municipal Assembly

Juaben Municipal Assembly President’s nominee, Alexander Kwabena Sarfo-Kantanka, was charged in case D13/9/2022 for corruption related to public election funds. He was acquitted by the High Court, but the OSP has filed an appeal at the Court of Appeal to challenge the ruling.

Mustapha Abdul-Hamid & Nine Others – Petroleum Authority Case

In one of the largest cases filed this year, former CEO of the National Petroleum Authority, Mustapha Abdul-Hamid, together with nine others including three corporate entities, faces 29 counts (CR/0603/2025). The charges include conspiracy to commit extortion, conspiracy to commit money laundering, using public office for profit, and money laundering. The case involves nearly GHC300 million and seized assets valued at over GHC70 million. The trial has been adjourned to 26 August 2025.
