Africa Education Watch (Eduwatch) has refuted allegations suggesting that GHC 4.6 billion of GETFund Levy accruals have been diverted, as reported in their Education Financing Tracker (2017-2024).
In a press release dated Wednesday, September 4, 2024, Eduwatch clarified that their report did not mention any diversion of funds.
Instead, it highlighted that a percentage of the GETFund Levy accruals was reallocated to other government priorities under the current capping and realignment regime.
“We wish to indicate that nowhere in our Education Financing Tracker (2017-2024) report was the diversion of funds mentioned,” Eduwatch stated.
“Rather, the report indicated a percentage of GETFund Levy accruals was channeled or re-purposed to other government priority areas, in line with the current capping and realign regime.”
This clarification was issued to address and correct misinformation circulating about the content of the report.
To further dispel the rumors, Eduwatch pointed to their August 2024 report, which detailed the impact of the Earmarked Funds Capping and Realignment Act, 2017 (Act 947).
According to the report, the Ministry of Finance was able to allocate up to 60 percent of GETFund Levy accruals to other priority areas.
Between 2019 and 2022, out of GHC 9.8 billion in GETFund Levy accruals, only GHC 5.2 billion, representing 52 percent, was released to GETFund due to the capping.
