James Agalga Takes Over as Majority Leader After Ayariga’s Cabinet Nomination

The Member of Parliament for Builsa North, James Agalga, has been selected as the new Majority Leader in Parliament following President John Dramani Mahama’s nomination of Mahama Ayariga as Minister-designate for Local Government, Chieftaincy and Religious Affairs.

Sources familiar with the decision indicate that Agalga has officially been informed by the National Democratic Congress (NDC) General Secretary, Fiifi Kwetey, together with the outgoing Majority Leader, that he will assume leadership of government business in Parliament.

The appointment comes on the back of the President’s first ministerial reshuffle since returning to office for a second term.

As part of the changes announced on Friday, August 7, President Mahama nominated Mahama Ayariga to head the Ministry of Local Government, Chieftaincy and Religious Affairs, while Dr. Zanetor Agyeman-Rawlings was named Minister-designate for Environment, Science and Technology.

The reshuffle also saw Works and Housing Minister Kenneth Gilbert Adjei reassigned to the Ministry of Defence.

The changes were announced in a statement issued by the Minister for Government Communications, Felix Kwakye Ofosu.

Agalga’s Parliamentary Experience

Agalga enters the Majority Leader role with extensive parliamentary and executive experience spanning more than a decade.

He is serving his fourth consecutive term as Member of Parliament for Builsa North, having represented the constituency in the 6th, 7th, 8th and current 9th Parliament.

He previously served as Deputy Minister for the Interior under the Mahama administration, a position that gave him direct responsibility in matters relating to Ghana’s internal security architecture.

In Parliament, he currently chairs the Defence and Interior Committee, where he oversees legislative scrutiny of institutions including the Ghana Armed Forces, Ghana Police Service, Ghana Immigration Service, Ghana National Fire Service and the Ghana Prisons Service.

Before assuming the committee chairmanship, Agalga served as Ranking Member on the same committee while the NDC was in opposition.

Beyond security-related matters, he also serves on Parliament’s Constitutional and Legal Affairs Committee, is the Ranking Member on the Human Rights Committee, and is a member of the Special Committee on Winnowing.

A legal practitioner by profession, Agalga has worked as Managing Partner of Law Temple and has also served with the Centre for Public Interest Law.

His academic credentials include a Bachelor of Laws (LLB) from the University of Ghana, a Barrister-at-Law qualification from the Ghana School of Law, a Master’s degree in Conflict, Peace and Security from the Kofi Annan International Peacekeeping Training Centre (KAIPTC), and a Master of Laws (LLM) from the University of Ghana, completed in 2023.

His elevation to Majority Leader is expected to usher in a new phase of leadership for the government’s legislative agenda as Parliament prepares to consider the President’s latest ministerial nominations.
