President John Mahama has appointed Raymond Archer, a renowned investigative journalist and intelligence specialist, as the Acting Deputy Executive Director of the Economic and Organised Crime Office (EOCO).
The appointment is part of the President’s Operation Recover All Loot (ORAL) initiative, aimed at retrieving state assets acquired through corrupt means. With Archer’s deep-rooted background in intelligence, national security, and fraud investigations, expectations are high that his leadership will bring a new level of efficiency to EOCO’s operations.
A Career Rooted in Fighting Corruption
Archer’s career spans over 15 years in intelligence, risk consulting, and fraud detection, working across Europe, Africa, and the Middle East. He has collaborated with global firms like KPMG (Europe), Kroll & Associates (UK), and Risk Analysis UK. His expertise in counter-fraud operations makes him a formidable force in financial crime investigations.
His connection to EOCO is not new—14 years ago, he played a pivotal role in drafting the Economic and Organised Crime Act (2010, Act 804) as a United Nations consultant. Since 2019, he has led a covert investigative unit, the Opponent’s Research Group (ORG), which specializes in exposing financial misconduct and organized crime.

Before shifting to intelligence, Archer was a trailblazing investigative journalist known for exposing corruption at the highest levels. His fearless reporting won him prestigious awards, including:
