The Committee on Constitutional, Legal and Parliamentary Affairs has commenced a crucial two-day sitting to conduct a clause-by-clause consideration of the Human Sexual Rights and Family Values Bill, 2025.
The meeting, which opened on Thursday, 23rd April 2026 at 9:00 a.m., has brought together lawmakers, legal experts and key social stakeholders. The session is aimed at refining the legislative language of the bill to ensure it aligns with the 1992 Constitution, while addressing cultural and social concerns raised by the public.
During the morning session, committee members engaged in rigorous debates on the legal implications of the bill, particularly its enforcement mechanisms. Key areas of focus included clarifying the definition and scope of “family values” within the legal framework and ensuring that the provisions of the bill do not infringe on the fundamental rights and freedoms guaranteed to all citizens.
The committee also considered petitions and submissions from various advocacy groups and religious organisations, reflecting the diverse perspectives surrounding the proposed legislation.
Proceedings were marked by a high level of participation, with members carefully reviewing documents and making oral submissions. The atmosphere remained professional yet intense, highlighting the national importance of the bill and the responsibility placed on the committee.
Speaking during the session, Hon. Sam George Nartey emphasised the importance of a thorough and balanced review process. He noted that the committee’s work, scheduled for Thursday, 23rd April and Friday, 24th April 2026 at 9:00 a.m. each day, is critical to ensuring that the bill is both legally sound and reflective of the values of Ghanaian society.
The committee is expected to conclude its deliberations on Friday, 24th April 2026. Following this, a comprehensive report will be prepared and presented to the plenary of Parliament for further debate and possible consideration.
