The Ghana Statistical Service (GSS) has announced the commencement of an Independent Final Evaluation of the Ghana National Anti-Corruption Action Plan (NACAP).
This comprehensive review will assess NACAP’s effectiveness, impact, and sustainability over its implementation period from 2015 to 2024.
The evaluation is being executed with the support of national consultants and technical expertise from the Independent Evaluation Section (IES) of the United Nations Office on Drugs and Crime (UNODC).
The NACAP evaluation will scrutinize the strategic objectives of the plan, which include building public capacity to fight corruption, institutionalizing efficiency and transparency across various sectors, and engaging civil society in anti-corruption efforts.
The evaluation will also focus on the effectiveness of investigations and prosecutions related to corrupt activities.
The findings will inform the development of the second phase of NACAP, scheduled for 2025-2034, ensuring more effective anti-corruption strategies moving forward.
The evaluation encompasses all stakeholders involved in NACAP, including the Executive, Parliament, Judiciary, public sector institutions, anti-corruption agencies, media, and civil society organizations.
Various evaluation methods, such as document reviews, questionnaires, and in-depth interviews, will be utilized to gather comprehensive insights into the progress and challenges of NACAP’s implementation.
Ensuring the evaluation’s independence, the GSS, as the Evaluation Manager, guarantees impartiality in conducting its duties. National consultants from academia provide independent guidance, while international advisors and UNODC involvement ensure adherence to international best practices.
This rigorous approach aims to uphold the integrity of the evaluation process.
GSS is calling on all Ghanaian citizens to contribute their perspectives through the evaluation process.
