Speaker of Parliament Alban Bagbin has rejected a motion seeking a parliamentary inquiry into recent major narcotics seizures involving consignments linked to Ghana.

The Speaker ruled the motion inadmissible during Parliament’s emergency sitting on Tuesday, September 29, 2026, citing the overlap between the proposed inquiry and ongoing investigations and court proceedings.

Mr Bagbin said he had reviewed the motion, its proposed terms of reference, the investigations currently underway, the pending judicial proceedings and Parliament’s constitutional oversight mandate.

He noted that several aspects of the proposed inquiry touched directly on matters before the courts.

According to the Speaker, allowing Parliament to proceed could involve examining transactions, the conduct of individuals and institutions, and decisions taken or not taken at Ghana’s ports of entry.

He said such an inquiry could effectively require Parliament to determine questions that should instead be settled through the judicial process.

“The combined effect of undertaking this evaluation, assessment, and investigation would be, at the end of the day, to determine the very issues that the Court of Competent Jurisdiction is supposed to determine,” he said.

Mr Bagbin also raised concerns that proceeding with the motion could prejudice the interests of parties involved in the ongoing court cases.

He therefore concluded that the motion could not be considered in its current form.

“I therefore rule, pursuant to Standing Orders 5, 6, and 103, Sub-Rule F, that the Party Member’s motion is inadmissible,” Mr Bagbin declared.

The ruling effectively prevents the proposed parliamentary inquiry from proceeding in its current form while the related investigations and judicial proceedings remain ongoing.
