At the 2nd Global Digital Forum, John Aggrey champions Ghana’s digital and space diplomacy ambitions and calls for stronger Russia–Ghana ICTUS collaboration ahead of the proposed 2027 Forum.

[MOSCOW, RUSSIA] Ghana–Russia relations in digital technology and innovation have gained fresh momentum following the signing of an agreement of cooperation between the Moscow Technical University of Communications and Informatics (MTUCI) and the Ghana Russia Center for Commerce and Relations (Ghana Russia Center) on the sidelines of the 2nd Global Digital Forum 2026 in Moscow.

The agreement was signed by Sergei Yerokhin, Rector of MTUCI, and John Aggrey, Chief Executive Officer of The Center, marking an important step towards strengthening institutional relations and exploring new opportunities for collaboration in information and communication technology (ICTUS), digital innovation, education and professional development.

The partnership reflects a shared interest in building stronger connections between Russian technological expertise and Ghana’s growing digital economy. It also opens opportunities to explore academic exchanges, skills development, knowledge transfers and partnerships connecting technology institutions, businesses and young professionals in both countries.

Beyond the signing ceremony, John Aggrey represented Ghana’s business and international cooperation interests as an international speaker at a panel discussion titled “NGSO Communication Systems: From National Ambitions to Regional Cooperation.”

The discussion examined the role of non-geostationary satellite orbit (NGSO) communication systems in advancing connectivity and creating opportunities for international and regional cooperation.

In his contribution, Mr. Aggrey highlighted Ghana’s ambitions in space diplomacy, emphasizing the importance of emerging technologies and international partnerships in supporting national development, digital inclusion and economic transformation.

He underscored the potential for Ghana to explore cooperation in satellite communications, space-related research, digital infrastructure and technology capacity-building as the country pursues deeper engagement with emerging economic blocs, including its stated interest in becoming a BRICS partner country.

“Ghana’s prospective interest to join BRICS as a Partner Member could create additional avenues for dialogue with participating countries on digital transformation, scientific cooperation and space technology. Also, it has the potential to optimize Ghana’s remote sensing capabilities in critical areas like agricultural monitoring, climate tracking, and curbing illegal mining (galamsey) and border security”, he stated.

For Ghana, collaboration with Russian technology and academic institutions could contribute to developing local expertise, expanding international networks and identifying solutions applicable to sectors such as healthcare, agriculture, education, telecommunications and public services.

Looking beyond the Global Digital Forum 2026, the Chief Executive Officer of the Center expressed optimism about expanding bilateral technological cooperation and advancing plans for the proposed First Russia–Ghana ICTUS Forum 2027, to be hosted on the sidelines of the next Global Digital Forum, subject to agreement with the relevant organizers and partners.

The proposed Forum would bring together government representatives, ICTUS companies, universities, investors, researchers and technology innovators from both countries to explore investment opportunities, partnerships and collaborative projects while showcasing the gains of Ghana Digital Centres and Innovation Hubs.

Concluding his message, Aggrey reaffirmed Ghana’s commitment to international business engagement, investment partnerships and technological cooperation.“Ghana is Open for Business,” he emphasized, signaling the country’s readiness to engage international partners in building commercially viable ICTUS and space development-oriented collaborations.
