Member of Parliament for Ofoase-Ayirebi and Ranking Member on Parliament’s Economy and Development Committee, Kojo Oppong Nkrumah, has cautioned the government against using the 2026 Mid-Year Budget Review as a platform to announce new policy promises.

According to him, the Mid-Year Budget Review, as prescribed under the Public Financial Management Act, is only intended to provide an update on the implementation and performance of the approved annual budget and economic policy, rather than introduce fresh initiatives.

Speaking on ABC In The Morning on Thursday, July 23, 2026, Mr Oppong Nkrumah said any attempt by the Finance Minister to announce new strategies or promises during the presentation must be rejected.

“This Mid-Year Budget Review the Finance Minister is bringing, they have started their PR and settings that he is coming to announce some new strategies,” he said.

He explained that the Finance Minister had already presented the annual budget, which was approved by Parliament with the necessary financial allocations, and the mid-year review was only meant to account for progress made so far.

“The Mid-Year Budget Review is a statement that gives you an update of performance of the annual budget and economic policy, which he has read already. He read it before the end of the year, Parliament approved it and gave him money. Half year, end of June, he is coming to update the country on how they are performing; it is not a platform for announcing new promises,” he stated.

The former Information Minister argued that any new commitments announced during the review would lack the necessary financial backing.

“Any new promises he makes today is unfunded, there is no money for it,” he stressed.

The Ranking Member on Parliament’s Economy and Development Committee added that the mid-year review was not an avenue for the government to seek additional financial approval from Parliament, but rather to account for the use of already approved resources.

“Today we are not giving him money, he is only supposed to give us an update on what is being done,” he said.

He further warned Ghanaians against expecting the fulfilment of any new promises announced during the presentation.

“If he comes and announces new promises, bet your bottom dollar, they are not happening,” he added.

The Finance Minister is expected to present the 2026 Mid-Year Budget Review to Parliament as part of government’s statutory obligation to report on the implementation of the annual budget.
