Parliament is set to fully implement a biometric attendance system to monitor and record the presence of Members of Parliament (MPs) during sittings of the House, replacing the traditional method of signing attendance registers.

The Speaker of Parliament, Alban Bagbin, announced the planned introduction of the system while addressing the House as Parliament resumed sitting on Tuesday, November 3, 2026.

The initiative forms part of a series of administrative and technological reforms being undertaken by the Parliamentary Service to improve the efficiency, accuracy and accountability of parliamentary operations.

Under the new arrangement, MPs will be required to register their attendance through designated biometric consoles, effectively ending the circulation of the traditional attendance register for members to sign.

Bagbin said the system would ensure that Parliament maintains accurate, reliable and verifiable records of MPs’ participation in parliamentary sittings.

He explained that the introduction of the technology was necessary to align Parliament’s operations with evolving technological advancements and the increasing demand for transparency and efficiency in public administration.

“Our Parliament must keep pace with the rapid advancement of technology and the growing demand for efficiency, transparency and accountability in the conduct of political business. During this meeting, the Parliamentary Service will roll out a number of administrative and technological upgrades to improve the efficiency, accuracy and effectiveness of our proceedings.

“First, we intend to fully implement the biometric attendance system to ensure accurate, reliable and verifiable records of members’ attendance at sittings of the House.

“Under this arrangement, members will be required to register their attendance through the designated biometric console. Consequently, the traditional attendance register will no longer be circulated for signature,” he stated.

The development comes amid broader efforts to strengthen accountability within the legislature, particularly regarding MPs’ commitment to parliamentary duties and participation in the work of the House.
