Daniel Yao Domelovo, former Auditor General and a committee member of the Operation Recover All Loot (ORAL) team, has praised the Attorney General (AG) for swiftly acting on the issues raised in the report submitted by ORAL.
Speaking on Prime News on Wednesday, February 12, 2025, Domelovo stated that the case involving former Finance Minister Ken Ofori-Atta was explicitly highlighted in the ORAL report, and with the AG taking practical measures to investigate and prosecute, there is no justification for transforming ORAL into a permanent institution.
“I am excited about the AG taking practical actions to matters raised in the report submitted. Thus, no need for ORAL to become an institute,” Domelovo stated emphatically.
He further defended the AG’s handling of the cases, saying, “The investigation is in order.”
The ORAL team, whose mandate is to collect public complaints and provide recommendations to the President, recently presented an extensive dossier of concerns raised by citizens. In response, the President ordered an immediate investigation and prosecution of those implicated.
The AG’s probe into Ken Ofori-Atta comes amid serious allegations linked to five high-profile cases:
- Strategic Mobilization Ghana Limited & GRA Contract – A controversial deal with the Ghana Revenue Authority (GRA) aimed at revenue assurance in the petroleum and mining sectors.
- ECG and Beijing Technology Limited Contract Termination – The Special Prosecutor is scrutinizing the circumstances surrounding the cancellation of a loss reduction and network improvement project.
- National Cathedral Project – Investigations into procurement processes, financial dealings, and contract allocations in the controversial cathedral project.
- Procurement of Ambulances – The Ministry of Health’s contract with Service Ghana Auto Group Limited for the purchase and servicing of 307 ambulances is under scrutiny.
- GRA’s Tax Refund Account Payments – Allegations of financial mismanagement in payments made from the Ghana Revenue Authority’s tax refund account.
The Special Prosecutor’s Office (OSP) has since declared Ken Ofori-Atta a fugitive, with an active warrant demanding his immediate return to Ghana to face the investigations.
However, Ofori-Atta’s legal team has refuted the fugitive claims, asserting that he is currently outside Ghana for medical reasons.
A letter from his lawyers stated that their client had duly informed both the former and current Chiefs of Staff about his travel for medical observation and tests.
“Our client is currently undergoing medical observation and tests culminating in medical decisions to be taken in due course as to the way forward with treatment,” the letter noted, adding that Ofori-Atta will determine his return timeline after assessing his health.
