The Customs Division of the Ghana Revenue Authority (GRA) has warned travellers entering Ghana that carrying multiple mobile phones could result in the payment of customs duties and taxes.

Commissioner of Customs Aaron Kanor explained that the number and nature of mobile phones carried by a passenger are among the factors Customs officers consider when determining whether the items qualify as personal effects or constitute commercial imports.

He said while travellers are generally allowed to bring personal belongings into the country, carrying several new phones could raise questions about their intended use and attract additional tax obligations.

Speaking to journalists after a tour of the Accra International Airport on Wednesday, September 2, Mr Kanor cautioned passengers against agreeing to transport several phones on behalf of friends, relatives or other individuals.

He noted that travellers often receive requests from different people to carry phones into Ghana, but accumulating several devices in one passenger’s luggage could lead Customs to regard the consignment as commercial.

“In Ghana, because of our culture, when one is travelling, Ama gives you one phone, Kofi gives you another, and all the day borns they all give you phones. When you carry all those seven phones, and you arrive, it will amount to what? Commercial,” he said.

According to the Commissioner, a passenger could reasonably carry a phone for personal use and potentially another for a spouse or family member. However, a significantly higher number of devices could attract closer scrutiny and duties.

Mr Kanor further identified high-value mobile phone brands, including iPhones and Samsung devices, as items that could generate revenue for the state when they are deemed to be commercial imports.

“If you look at iPhone, Samsung, they are very expensive. That is where we can get our revenue,” he added.

He therefore urged travellers to properly declare goods that exceed what could reasonably be considered personal effects to prevent complications during customs clearance at the airport.

The warning forms part of efforts by Customs to strengthen revenue collection while ensuring that goods entering Ghana are appropriately classified and taxed.
