GHS 319 Million Flood Control Programme: 18 ongoing, 12 completed – Ghana Hydrological Authority

The Ghana Hydrological Authority has revealed that out of the GHS 319 million allocated for flood control programmes in 2019, 12 projects have been completed while 18 are currently ongoing.

This information came to light during the Public Accounts Committee (PAC) sitting held on Thursday, August 1, 2024.

Dr. John Kissi, CEO of the Ghana Hydrological Authority, provided detailed updates on the status of these projects, highlighting the efforts being made to address flooding issues across the country.

“12 projects out of the 60, amounting to GHS 84 million, have been completed. An additional 18 projects amounting to GHS 174 million are ongoing,” Dr. Kissi said.

Reacting to this, the auditors indicated not having documents to verify the developments alleged by the Authority.

However, Dr. Kissi pointed out that there are 30 projects that have not yet commenced.

“We have requested the ministry to give us approval to terminate those contracts,” Dr. Kissi added, stressing the need for decisive action to prevent further delays and ensure efficient use of resources.

The ongoing challenges were indicated in the Attorney General’s 2024 report, released in July 2024.

The report, specifically Paragraph 1261, indicated that between 2019 and 2023, the authority awarded various flood control programmes, yet 60 contractors failed to complete their contracts, totaling GHS 319,563,609.92.

The physical inspection at the project sites showed that 21 out of the 60 contracts were at 0% completion, and the rest were less than 40% complete.

The Committee Chair urged the Authority to provide the necessary documentation to the auditors for verification.
