The High Court in Accra has discharged former Ministers of Water Resources, Works, and Housing, Alhaji Collins Dauda and Dr. Kwaku Agyeman Mensah, along with Alhaji Ziblim Yakubu and Nouvi Tetteh Angelo, over the controversial $200 million Saglemi Affordable Housing case.

The four had been facing trial for allegedly causing financial loss to the state, with a total of 70 charges initially brought against them.

However, on Tuesday, February 25, 2025, the Attorney General (AG) officially withdrew all charges, leading to their discharge by Justice Ernest Owusu-Dapaa.

The decision to discontinue the case followed a Nolle Prosequi filed by the AG’s office on February 7, 2025, signaling the state’s intention to drop all charges.

Principal State Attorney, Ms. Hilda Craig, formally informed the court, stating, “We are here to inform the court of our entry of Nolle Prosequi in this case filed on February 7, 2025. It means that the case has come to an end, and the accused persons can be discharged at this point.”

The defense lawyers did not oppose the AG’s request and instead expressed gratitude to both the Attorney General and the court for bringing the matter to a close.

The trial, which began in 2021, had seen several developments, including the amendment of the initial 52 charges and the unfortunate passing of one of the accused, businessman Albert Clocanau.

The prosecution had alleged that the accused misapplied funds allocated for the Saglemi Housing Project, but with the case now discontinued, they will no longer be required to appear in court.
