The Ghana Education Service (GES) has clarified that a recent internal circular issued to staff was not intended to restrict teachers from expressing their views or exercising their constitutional rights, including participating in demonstrations.
The clarification comes amid public debate over the directive titled “Management Reinforces Respect for Administrative Structures and Professional Conduct,” referenced GES/DD-G/Q&A/26/134, which was sent to all Regional Directors of Education.
In a statement addressing the discussions surrounding the circular, the Service explained that the directive was meant only to reinforce the administrative procedures that guide operations within the education system.
“Management wishes to clarify that the circular does not in any way prohibit teachers from expressing their views or concerns, nor does it seek to undermine their constitutional rights, including demonstrations,” the statement said.
According to the Service, teachers remain free, like any other citizens, to express their opinions and engage in advocacy through lawful means, including through their professional unions.
“Teachers, like all citizens, are entitled to lawful expression, including engaging their unions and participating in legitimate advocacy,” the statement emphasized.
GES further explained that the circular simply reiterated the administrative framework that has long governed the operations of the Service. Management noted that the structure has been in place for decades to ensure that concerns raised within the education system are handled effectively.
Under the established structure, issues that originate at the school level are first handled by the Head of School. If they remain unresolved, they are subsequently referred to the District Directorate, then to the Regional Directorate, and ultimately to the national headquarters when necessary.
“This structure exists to ensure that issues are handled efficiently, fairly, and with the appropriate context at each level of the Service,” management stated.
Meanwhile, the Service has also assured staff and stakeholders that ongoing concerns regarding arrears, salaries and recruitment are receiving urgent attention.
“Management assures all staff of the Service, unions and other stakeholders that ongoing efforts to resolve matters relating to arrears, salaries and recruitment are being treated with urgency. Updates will be communicated in the coming days,” the statement added.
GES management has therefore urged staff to remain calm and professional as engagement continues through the established administrative channels.
