Mahama Assents to 10 Bills Introducing Major Tax, Cocoa, Energy and Justice Reforms

President John Mahama has assented to 10 Bills passed by Parliament, completing the legislative process required for the measures to become law.

The newly enacted legislation spans several areas of national policy, including taxation, customs administration, energy, cocoa regulation, maritime offences, national defence and the justice system.

The Bills were passed by Parliament over the past month before being presented to the President for his assent.

They include the Customs Bill, 2026; Community Service Bill, 2026; Tribunal Bills, 2026; Maritime and Related Offences Bill, 2026; National Defence University Bill, 2026; Income Tax (Amendment) Bill, 2026; Energy Sector Levies (Amendment) Bill, 2026; Ghana Cocoa Board Bill, 2026; Value Added Tax (Amendment) Bill, 2026; and Excise Bill, 2026.

A significant portion of the legislation focuses on Ghana’s tax and revenue framework.

The Income Tax (Amendment), Value Added Tax (Amendment) and Excise Bills introduce changes to existing tax laws, while the Customs Bill provides for the administration and enforcement of customs-related matters.

The Energy Sector Levies (Amendment) Bill, meanwhile, deals with the legal framework governing levies imposed within the energy sector.

In the cocoa industry, the Ghana Cocoa Board Bill establishes a new legislative framework for the operations of the Ghana Cocoa Board and its regulatory functions.

The justice sector is also affected by the new laws. The Community Service Bill and Tribunal Bills introduce legislative provisions relating to the administration of justice, while the Maritime and Related Offences Bill provides a legal framework for dealing with offences committed within Ghana’s maritime space.

The National Defence University Bill establishes the legal foundation for the country’s defence university.

With presidential assent now secured, the 10 Bills have completed the final stage of the legislative process and become laws.

The move forms part of the Mahama administration’s broader legislative and policy reforms across key sectors of the economy and public administration.
