The Ministry of Energy has been identified as the public sector entity with the highest financial irregularities in the 2024 Auditor-General’s Report, accounting for GH¢15.8 billion or 86% of the total GH¢18.42 billion in irregularities across government institutions.
Most of these breaches were linked to procurement violations, contract mismanagement, and tax issues, with the Electricity Company of Ghana (ECG) at the centre due to weak internal controls and revenue underreporting.
In 2023, ECG collected GH¢11.59 billion but declared only GH¢8.64 billion.
Though many of the financial discrepancies are considered recoverable, the Auditor-General called for stricter enforcement of financial regulations, better internal audits, and greater accountability.
The report highlights the urgent need for reform in the energy sector, particularly in contract oversight, as the government strives to meet IMF targets and maintain fiscal discipline.
