Parliament has passed the Ghana Medical Trust Fund Bill, 2025—popularly referred to as MahamaCares—to establish a dedicated healthcare fund aimed at supporting urgent medical interventions and emergency treatment for low-income patients.
The bill was passed on Tuesday, July 22, after progressing through all the necessary legislative stages, following an initial resistance by the Minority when it was laid on Monday, July 21.
The legislation provides a safety net for citizens who are unable to access quality healthcare through conventional means, effectively bridging funding gaps left by the National Health Insurance Scheme (NHIS).
According to its provisions, the Fund will receive financing from several sources including allocations from the national budget, voluntary contributions from individuals and corporate bodies, and support from external donors.
To ensure transparency and proper use of funds, the bill mandates the creation of a Board of Trustees that will oversee the fund’s operations and prevent any misuse of resources.
Full implementation is expected in the coming months, pending presidential assent and the establishment of administrative systems needed to operationalize the Fund.
