Trade, Agribusiness and Industry Minister Elizabeth Ofosu-Adjare has officially announced the discontinuation of the One-District-One-Factory (1D1F) initiative, a flagship industrialisation programme introduced under the previous New Patriotic Party (NPP) administration.
Addressing Parliament on Tuesday, July 8, 2025, the Minister confirmed that the policy is no longer in effect and does not offer any investment incentives.
“Mr Speaker, I want to draw the House’s attention to the fact that as of now, there is no policy as 1D1F,” she declared on the floor of Parliament.
Her statement came in response to a question from Minority Leader Alexander Afenyo-Markin, who sought clarity on what incentives were currently in place to attract private investment into Ghana’s industrial sector, particularly in less-developed areas.
He also questioned whether the Ministry of Trade, Agribusiness and Industry (MOTAI) was considering the development of new industrial parks as part of a revised strategy.
In response, Mrs Ofosu-Adjare outlined the government’s new approach, anchored on the 24-hour economy agenda.
She described the policy as “the new thing on the block and the game changer,” aimed at revitalising economic activity throughout the day and night.
As part of this shift, the Ministry is focusing on the development of agro-processing parks, which the Minister said would play a critical role in the new industrial framework.
“We are doing agro-parks which seek to be a great game changer especially in the agro-processing zones, and it is being worked on to ensure we are able to produce around the clock for import substitution, export, foreign exchange, and to create jobs for our teeming youth,” she explained.
The 1D1F programme, launched in 2017, aimed to create a factory in every district to drive value addition and industrial growth.
With its phase-out, the government appears to be redirecting its industrial agenda toward initiatives that align with long-term economic transformation and job creation.
