The Minority in Parliament has sharply criticised the Attorney-General’s decision to discontinue the prosecution of Dr. Kwabena Duffour and seven others in the case of The Republic vs Kwabena Duffour & 7 others.
Addressing the media in Parliament on Monday, July 28, 2025, following the Attorney-General’s press briefing, the Minority called on Dr. Dominic Akuritinga Ayine to reverse his decision or face legal action.
“Finally, may this press conference also serve as a formal notice to the AG, Hon Dr. Dominic Akuritinga Ayine, that if his decision is not reversed within a reasonable time, the minority will consider its option of proceeding to court to challenge his decision in its entirety,” said Kwame Anyimadu-Antwi, Ranking Member on the Constitutional and Legal Affairs Committee.
The Caucus also questioned the Attorney-General’s impartiality, pointing out his past legal representation of Dr. Duffour.
They have called on Parliament’s Select Committee on Constitutional, Legal, and Parliamentary Affairs to summon the A-G for questioning and urged the Legal Council and the Bar Association to investigate possible breaches of legal ethics and misconduct.
Describing the move as a potential erosion of justice and the politicization of prosecutions, the Minority called on Ghanaians to speak up.
“Let it be known that justice must not only be done, but it must be manifestly be seen to be done,” they stated.
The Attorney-General, at a press conference on July 28, justified the nolle prosequi by stating that his office had recovered 60% of the assets and had agreed to a GHS2.2 billion settlement arrangement with the accused.
This included the transfer of GHS800 million worth of assets to UniBank and cooperation to recover an additional GHS1.2 billion from direct beneficiaries.
The accused persons also provided landed properties worth GHS842 million, with a commitment to cover any shortfall from the asset sales.
