Former Board Chairman of the Ghana Airports Company Limited (GACL), Paul Adom-Otchere, remains in the custody of the Office of the Special Prosecutor (OSP) after failing to meet bail conditions, despite being formally granted bail.
Mr. Adom-Otchere was charged alongside two others—Otchere Kwame Baffour Awuah, Group Executive for Commercial Services at GACL, and Albert Adjetey Adjei-Laryea, CEO of Devnest Systems—in connection with an ongoing investigation into a revenue assurance contract at the state-owned company.
At the heart of the case are allegations of procurement breaches linked to the award of a sole-sourced contract to a private firm allegedly connected to the proprietor of Strategic Mobilisation Ghana Ltd (SML).
The OSP is probing whether the contract was awarded without the required Board approval and in contravention of public procurement laws.
Although bail was granted to Mr. Adom-Otchere, he has so far been unable to satisfy a key bail requirement: the provision of two landed properties registered in his name.
He has reportedly informed the OSP that he does not own any such properties in Ghana, leaving him unable to meet the terms of release. As a result, he remains in detention while alternative arrangements are considered or the conditions are otherwise met.
The two other accused individuals are cooperating with investigators, although their custodial status has not been officially confirmed.
The case has drawn significant public attention, not only because of Mr. Adom-Otchere’s former leadership at GACL but also due to his visibility as a media personality.
The Office of the Special Prosecutor has indicated that investigations into the matter are ongoing. The outcome of the case could have broader implications for transparency and accountability in public sector procurement, particularly within state-owned enterprises.
