The Minister for Communications, Digital Technology and Innovation, Samuel Nartey George, has issued a strong warning to the Next Generation Infrastructure Company (NGIC) to meet the final deadline for Ghana’s 5G rollout by the fourth quarter of 2025 or face a licence review.

This comes after NGIC missed two prior deadlines—November 2024 and June 2025—despite being granted the sole mandate to deploy the nationwide 5G network using a shared infrastructure model.

“There will be no further extensions to this rollout deadline,” Mr. George declared at a press briefing in Accra on Thursday.

“If the company fails to meet the Q4 deadline commitment, the ministry will immediately initiate a review and possible renegotiation of the licence term.”

He added that the government expects to see at least 50 operational 5G sites in Accra and Kumasi by the end of the fourth quarter, setting a clear benchmark for the project’s progress.

Mr. George acknowledged that while NGIC had made some progress—deploying 16 5G-ready sites and securing full regulatory approval from the NCA—the pace had been underwhelming.

He reiterated that the 5G rollout remains a flagship component of Ghana’s digital transformation strategy and said the government was committed to transparency and inclusivity.

“Our shared infrastructure model is a deliberate shift to reduce duplication, lower data costs, and ensure universal 5G access,” he emphasized.
