The Police-Motor Transport and Traffic Division (MTTD) has emerged as the most corrupt public institution in Ghana, according to a damning new survey published by the Ghana Statistical Service (GSS) in April 2025.
The report, titled Governance Series Wave 1, lists the top 10 public institutions where citizens reported giving gifts or money in exchange for services between January and December 2024.
Leading the chart is the MTTD with 61.0% of surveyed individuals reporting they had given a bribe. The general duties division of the Ghana Police followed with *46.7%, and the Criminal Investigations Department (CID) came third with *37.9%.

3. Police-CID – 37.9%
4. Passport Officials – 32.5%
5. Birth and Death Registry – 31.6%
6. Lands Commission Officials – 30.8%
7. Driver and Vehicle Licensing Authority (DVLA) – 28.3%
8. Electoral Commission – 24.3%
9. Metropolitan/Municipal/District Assembly Officials – 19.9%
10. Teachers in Public Schools (Primary, JHS, SHS) – 18.4%
The data was gathered across all 16 regions of the country between January 2 and January 20, 2025, from a sample population representing 9,058,519 citizens.
