The Human Sexual Rights and Family Values Bill has reached an advanced stage, with lawmakers completing the bulk of deliberations, according to Samuel Nartey George, Member of Parliament for Ningo-Prampram and Minister for Communication, Digital Technology and Innovation.
Addressing the media, the Minister indicated that the bill remains largely unchanged in substance, with about 99 percent of its original provisions intact. He explained that recent engagements have focused mainly on technical clarifications and consultations with key stakeholders.
The Parliamentary Committee has successfully concluded work on the core provisions of the bill, covering sections 1 through 16, which he described as the “meat” of the legislation.
Deliberations are expected to be finalized with the remaining sections, including provisions on ministerial oversight, interpretation, and the repeal of previous provisions.
Hon. Sam George also clarified concerns surrounding intersex individuals, stressing that the bill does not seek to criminalize them but rather provides clear distinctions within the legal framework.
On issues of media and press freedom, he noted that the committee has addressed concerns by refining provisions to ensure that journalistic independence and platform freedoms are not unduly restricted.
With committee work nearing completion, the bill is expected to be presented before Parliament upon its reconvening. The Minister expressed confidence that the legislation will be passed and forwarded to John Dramani Mahama for assent before the end of 2026.
