Raymond Archer, a former investigative journalist and intelligence specialist, has been appointed Acting Chief Executive Director of the Economic and Organised Crime Office (EOCO), following the reassignment of Abdulai Bashiru Dapilah to the National Security Secretariat as a Technical Advisor.
Archer, who has been active in anti-corruption work since 2019 through his covert Opponent’s Research Group (ORG), is well-known for his role in drafting the Economic and Organised Crime Act (2010, Act 804) during his time as a United Nations consultant.
With over 15 years of experience in national security, intelligence, and risk consulting, Archer brings a global perspective to the role, having worked with international firms such as KPMG Europe and Kroll & Associates UK.
He also owns cybersecurity companies with ties to Israeli partners and is currently pursuing advanced studies in Generative AI at the University of Texas, McCombs Business School.
While the official reason for the leadership change remains unclear, Archer’s appointment signals a renewed focus on strengthening EOCO’s investigative reach and operational effectiveness.
