Chelsea have been fined £10 million and handed a suspended two-window transfer ban after admitting to 74 breaches of the Football Association’s regulations relating to agents, intermediaries and third-party investment in players.

The sanctions, announced by the FA on Friday, bring to a close the governing body’s investigation into historical financial and transfer-related irregularities dating back to the period under former owner Roman Abramovich.

Chelsea’s current owners, Todd Boehly and Clearlake Capital, uncovered the potential breaches during their takeover of the club in May 2022 and voluntarily reported the matters to the FA, the Premier League and UEFA.

The breaches relate to transactions between 2009 and 2022, including secret payments worth around £47 million to unregistered agents and third parties linked to transfers between 2011 and 2018.

Deals involving players such as Eden Hazard, Samuel Eto’o, Willian, Ramires, David Luiz, André Schürrle and Nemanja Matić were among those examined. However, there has been no suggestion of wrongdoing by any of the players involved.

An independent appeal board replaced an earlier suspended six-point deduction with a suspended two-window transfer ban after Chelsea challenged the initial punishment. The £10 million fine imposed by the FA remains unchanged and will be invested into grassroots football.

Ban status: Chelsea are free to register first-team players as normal. The two-window transfer ban has been suspended until June 30, 2027, and will only take effect if the club commits further relevant regulatory breaches during that period.

The FA said Chelsea’s cooperation and voluntary disclosure played a significant role in reducing the severity of the punishment, noting that the breaches may not have been uncovered without the club bringing them forward.

“Had the club not brought these matters to the attention of the FA, it is unlikely that they would have been discovered,” the regulatory commission stated.

The FA also confirmed that it is continuing investigations into possible individual misconduct arising from the case.

Chelsea have previously reached settlement agreements with UEFA and the Premier League over related matters. Earlier this year, the Premier League imposed a £10.75 million fine on the club over undisclosed payments to agents and breaches involving youth player registrations.

UEFA had also fined Chelsea £8.64 million in July 2023 for incomplete financial reporting under the previous ownership, after identifying several questionable payments linked to transfers.

In a statement, Chelsea said the conclusion of the FA process brings all outstanding regulatory proceedings against the club to an end.

“Chelsea Football Club is pleased to confirm that a final decision has been reached by The FA’s judicial bodies in relation to historical regulatory matters that were self-reported by the club.

“In 2022, the club self-reported potential historical rule breaches to all applicable regulators. Following that report, it has worked openly and transparently with all regulators, including voluntarily and proactively disclosing many thousands of documents.

“As previously announced, settlement agreements have been entered into with UEFA and the Premier League concerning the same self-reported regulatory matters and topics that have been addressed before. The club is pleased to confirm that, now The FA process has concluded, this brings all regulatory proceedings against the club to a close.

“We are grateful to UEFA, the Premier League and The FA for their engagement with the club throughout these processes.”

The FA’s decision brings an end to Chelsea’s long-running regulatory case at club level, with the Blues free to continue their transfer activities while the suspended ban remains in place until June 30, 2027. Investigations into possible individual misconduct linked to the breaches will, however, continue.
